Why don't you look at these algorithm implementations:

• Multi-dimensional wavelet transform,
• Effective wavelet tree usage,
• PGM, BMP, JPG file formats,
• CIF/QCIF (YUV) video formats and AVI file handling.

Download the Borland Developer Studio 2006 source code from here and setup file.
You will also need Raize Components 4 to build the project properly.
